## Summary

The Scottish Prison Service (SPS) has awarded a framework agreement for the provision of quantity surveying and project management services, under the project code SPS-02002. The framework aims to support a diverse portfolio of construction, maintenance, and refurbishment projects across Scotland, totaling between £11 million and £38 million annually. This includes an annual maintenance replacement programme valued at approximately £3-£5 million and capital expenditure programme works of £8 million, with potential large-scale new builds reaching up to £30 million yearly. The procurement method utilised was a restricted procedure, and the framework agreement includes an option for a 12-month extension. Contracts were awarded on 16th December 2024 to Atkins Realis, Currie & Brown UK Limited, and Thomson Gray, each valued at £3 million.

This tender represents a significant opportunity for businesses specialising in quantity surveying services and project management, particularly those with experience in handling a wide array of construction-related projects. Given the comprehensive scope and substantial annual expenditure, firms adept in delivering high-quality services across varied project scales will find this framework agreement conducive for business growth. Large enterprises, as evidenced by the selection of Atkins Realis, Currie & Brown UK Limited, and Thomson Gray, are well-suited to compete, given the financial prerequisites and extensive project requirements. The use of the Public Contract Scotland-Tender system ensures an electronic, streamlined process that encourages efficient participation. Firms aiming to leverage this opportunity should demonstrate strong technical and professional capabilities in line with SPS’s standards.
