## Summary

The Ministry of Defence (MOD) has awarded a significant contract valued at over £12.4 billion to IBM United Kingdom Limited for the Defence Equipment Engineering Asset Management Service (DEEAMS). This project falls under the services industry category, specifically focusing on information technology and database systems. The contract encompasses locations throughout the UK, with MOD Abbey Wood in Bristol serving as a key site. The procurement method was selective, involving a negotiated procedure with the publication of a contract notice, reflecting its strategic importance. This award corresponds to the "award" stage of the procurement process, with the contract having been signed on 30 September 2025, marking the commencement of a contract period spanning 1,980 days.

The DEEAMS contract represents a pivotal opportunity for businesses specialising in information technology services and database management systems, offering substantial growth prospects. The initiative focuses on enhancing Defence Engineering Through Life Support by integrating commercial off-the-shelf products to streamline and unify processes. This creates pathways for businesses with capabilities in system integration, database systems, and IT services to engage with the MOD and potentially collaborate on transforming Defence support operations. Companies able to deliver innovative products and services that align with the MOD's vision for lifecycle support and asset management will be well-positioned to compete effectively. Additionally, ongoing support and adaptability to the MOD's evolving requirements present further potential for strategic partnerships.

## Notice

The Defence Equipment Engineering and Asset Management System (DEEAMS) requirement will deliver the core technical solution for pan-Defence Engineering Through Life Support (ETLS). DEEAMS is the first of 5 Enterprise Wide Support Services (EWSS) which are part of the Business Modernisation for Support (BMfS) transformational programme. DEEAMS will initiate Support Advantage for Engineering by cohering ETLS across Defence by adopting a single solution underpinned by Commercial Off The Shelf (COTS) product(s) which delivers the best-in-class commercial sector business processes Out Of The Box (OOTB). DEEAMS will improve Defence Support efficiency and Defence asset availability which includes all major equipment (88 fixed wing, 300+ rotary wing aircraft, 4,000+ land vehicles, 75+ ships) and minor equipment (more than 200,000 equipment types equating to more than 1.6m individual assets). DEEAMS will rationalise the existing MOD IT application landscape not only replacing the existing 3-core Equipment & Asset & Management Systems (JAMES, UMMS, GOLDesp) but also a substantial number (20+) of discrete applications and paper-based systems.
