Lot 1

The Environment Agency intends to directly award a contract to Wallingford HydroSolutions for Qube Software (SaaS) Licences. The contract is planned to start on 1st April 2023 and run for 4 years. 

The value covers the full four year period and includes a value for optional development days.

Regulation 32 of the Public Contract Regulations 2015, Section 2 B ii and iii (competition is absent for technical reasons and the protection of exclusive rights, including intellectual property rights) is the justification used for the awarding of this contract directly to the supplier without competition. 

This notice advises that the Environment Agency has decided to award the contract with the named provider on a Direct Award basis and is published for reasons of transparency.

### Procurement Information

STA justification based on Regulation 32 of the Public Contract Regulations 2015, Section 2 B ii and iii (competition is absent for technical reasons and the protection of exclusive rights, including intellectual property rights). WHS is the sole supplier and provider of the Qube licence and owner's of the IPR and source code for the bespoke Environment Agency functionality.
