## Summary

The North East Lincolnshire Council is planning a Preliminary Market Consultation (PMC) for Domestic Abuse Service Provision. The estimated value is £3,706,400. The PMC aims to gather market feedback on providing support for victims of domestic abuse. The submission deadline for responses is 14th April 2023. The PMC presentation will be available online on 03rd April 2023.

This tender opportunity by the North East Lincolnshire Council creates avenues for businesses in health and social work services to contribute to supporting victims of domestic abuse. Organisations offering refuge support, general victim support, and services for children affected by domestic abuse are well-suited to compete. The PMC is a proactive step towards innovation and market engagement before the full procurement process.

## Notice

The objective of this Preliminary Market Consultation (PMC) is to share with the market North East Lincolnshire Council's (the Authority's) ideas for providing domestic abuse services to adults and children, to gather feedback on these ideas and also to seek ideas about opportunities and innovation in the market.

### Lot Information

Support for Victims in Refuge

Support for victims in Refuge Provision of support for female victims of domestic abuse within Refuge accommodation. The objective of this Preliminary Market Consultation (PMC) is to share with the market the Authority's ideas, to gather feedback on these ideas and also to seek ideas about opportunities and innovation in the market. PMC allows local authorities and other contracting authorities in the public sector to engage with a market. PMC is designed to encourage the commercial and voluntary sectors to engage with the development process before a procurement is released. This is the market's opportunity to express its views, outline market developments and generally influence how solutions to the Authority's needs might be met. There is nothing for the Authority to evaluate or select in this activity. PMC is not a call for competition. Following PMC, the Authority may conclude that procurement is not the best solution to meet a particular strategy outcome. The Authority may conclude that it would be better to do something entirely different to the intent within this PMC. It is essential that any organisation participating in the PMC understands that a procurement opportunity is not guaranteed. It is therefore essential that organisations understand that this activity is not part of a procurement exercise and involvement in the PMC does not affect an organisation's positioning either positively or negatively should a procurement opportunity arise subsequently. Please note that the submission deadline for responses to the questionnaire, which is available via https://yortender.eu-supply.com/login.asp?B=YORTENDER, is 12.00pm(midday) on the 14th April 2023.
