## Summary

The Ministry of Justice initiated a tender process for the "Domestic Violence Support Services" project. The procurement falls under the services category and aims to provide support services to women's prisons in the UK. The procurement method used was an award procedure without prior publication, with the justification of extreme urgency. The buying organisation, Ministry of Justice, located in Leeds, UK, awarded the contract to Women In Prison on 21st March 2023.

This tender provides opportunities for businesses involved in guidance and counselling services, particularly those focusing on domestic abuse support. Businesses that can provide holistic solutions and community engagement services will be well-suited to compete. The project involves establishing a national network of Link Workers and Women's Champions within women's prisons to deliver gender-specific support services. Businesses offering innovative approaches to reducing reoffending and connecting women in prisons with community services will find this tender beneficial for business growth.

### Lot Information

Lot 1

A pilot project to provide domestic abuse support services to a number of women's prisons aligning and supporting the Government's Strategy for Violence Against Women And Girls. This will be achieved by: * A national network of Link Workers to establish strong partnerships between women in prison, prison staff, women's centres and domestic abuse services ensuring early intervention on reception and dedicated support upon release. * Continued development of a 'lived experience' peer support network of Women's Champion roles held by women serving prison sentences to increase reach, impact and engagement of women to access gender specific support pre and post release and to deliver structured group work and interventions to women experiencing or with a history of domestic abuse. * These Women's Champions would support and train new Champions ensuring sustainability after project end. * The project takes a holistic 'whole system approach' to meeting women's needs and reducing reoffending, by connecting two key elements: gender specific community services and prisons. It will strengthen connections between women in prisons and women's services, and joint work/referrals between prisons and domestic abuse organisations .

### Procurement Information

The justification for Direct Award without prior publication is under the Public Contracts Regulation 2015, section 32 (2), (c) - "insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with."
