## Summary

The procurement process involves an award for the extension of Train Services Agreement (TSA) with Hitachi Rail Limited by FIRST TRANSPENNINE EXPRESS LIMITED. The contract is related to the repair, maintenance, and associated services of Class 802 vehicles operated on the TPE rail network. The TSA extension is planned to be awarded following a 10-day standstill period, ending on 11th April 2023. The procurement method is limited, and the rationale for direct negotiation with Hitachi Rail Limited is due to the technical complexity involved in maintaining the existing fleet until May 2027, with potential extensions up to May 2031.

This procurement tender for extending the TSA with Hitachi Rail Limited offers opportunities in the railway transport services sector. Businesses with expertise in maintaining railway vehicles and related equipment, especially those familiar with the Class 802 fleet, are well-suited to compete. Given the existing operational setup and technical knowledge required for maintaining the fleet across multiple regions in the UK, businesses with a track record in delivering high-quality maintenance services can leverage this opportunity for business growth and potential long-term contracts.

### Procurement Information

Explanation: This fleet of trains have been in operation on the TPE network since 2019. : 1. Hitachi use purpose-built depots across the TPE network. 2. All special tools and other equipment on the depot are managed by the maintenance provider. 3. HRE currently have the technical know-how of the Class 802 fleet which have been built over the last 4 years of operation on the TPE network. Any change of maintenance provider will cause considerable disruption to the operation of the Class 802 fleet. It will therefore be extremely difficult for any new maintenance provider to obtain DAA agreements, mobilise/train staff, tools, infrastructure etc prior to the 28th May 2023
