## Summary

The Staffordshire County Council has completed a tender process for the procurement of a new Voluntary, Community and Social Enterprise (VCSE) Capacity Building Framework. This framework aims to support and empower communities by commissioning VCSE sector support in various priority areas such as Supportive Communities Programme, Staffordshire Young People's Offer, and Place Based Approach for Families and Communities. The procurement is divided into three lots: Lot A for VCSE Capacity Building and Supportive Communities, Lot B for Supporting Young People, and Lot C for Grant Management. The maximum budget for all lots is £5 million, with anticipated annual call-off values for Lot A and Lot B at £250,000 each.

This tender by Staffordshire County Council presents opportunities for businesses involved in community services, capacity building, youth engagement, and grant management. Companies offering services to grow VCSE capacity, support young people, or manage grants could be well-suited to compete in this procurement process. Interested suppliers can apply for one or multiple lots to deliver services aligned with the council's priorities. The flexible and collaborative approach of working with the VCSE sector provides a chance for businesses to contribute to local community development and make a positive impact in Staffordshire.

This includes supporting VCSE organisations to network and build connections with each other. * Information, Advice, and Guidance (IAG) - Provide the local VCSE sector (and communities more widely where appropriate) with effective IAG in a timely and accessible way. This includes connecting the local VCSE to training opportunities to ensure they deliver in a safe and effective way. * Representation - Represent the VCSE sector at jointly agreed networks and forums (for example the Health and Wellbeing Board, Communities Leadership Group, Supportive Communities Board etc.), and help to inform the Council's strategic decision making. * A flexible and collaborative approach to working with the VCSE sector - provide a way to collaborate with the VCSE quickly and effectively on any future priorities, learning from our experiences during the response to Covid-19. To achieve these aims, there will be three (3) separate Lots under the Framework: Lot A - VCSE Capacity Building and Supportive Communities Lot B - Supporting Young People and Lot C - Grant Management.
