## Summary

The procurement process for the National Common Data Environment was conducted by The Common Services Agency, more commonly known as NHS National Services Scotland (NSS), based in Edinburgh, UK. This procurement, initiated under the tender ID NP600225, involves IT services such as consulting, software development, and support, which are categorised under the industry classification 72000000. The process, completed as of 8th October 2025, awarded a contract valued at £480,000 to Dalux Limited. The award process utilised a selective procurement method under a restricted procedure, ensuring compliance with the relevant EU legal framework CELEX 32014L0024. The initiative sought a national solution for a Common Data Environment (CDE) to support Building Information Modelling (BIM), which was awarded on 22nd September 2025. The CDE is a pivotal element in enhancing collaborative work environments and data management practices across the region.

This contract provides significant opportunities for businesses involved in IT services, especially those specialising in comprehensive data environments and collaborative platforms. Companies like Dalux Limited, which are adept in software development and IT consultancy, stand to benefit from participating in such tenders. The procurement stage offers competitive avenues primarily for large-scale IT firms with capabilities in providing robust digital environments for asset information management. This project not only highlights the importance of technological solutions in public sector operations but also opens the door for businesses to engage with government entities in improving digital infrastructure on a national scale. Adaptations of similar digital solutions can help integrate business operations with public projects, fostering growth and innovation within the industry.

## Notice

A CDE is a technology solution and process that enables a collaborative way of working to support Building Information Modelling (BIM). It ensures that data can be communicated, reused and shared efficiently, without loss, change or interpretation. Essentially a CDE is simply a digital place in which information comes together and promotes a collaborative working culture. Utilising the Scottish Government's Software Value Added Reseller (SVAR) framework (SP-21-034), the Digital Estate & Asset Management (DEAM) team carried out a soft market mini competition for the provision of a national solution for a Common Data Environment (CDE) for Project Information Model (PIM) and Asset Information Model (AIM). The previous CDE contract ended on 31/03/2025. This contract was in place for 4 years (24 months + 12 months + 12 months) and was procured via the G-Cloud 12 Framework. There were no additional options to extend this contract therefore a new procurement activity was undertaken. There is a cost avoidance by undertaking this procurement nationally, compared to if this system was procured on a Board by Board basis.
