## Summary

The Food Standards Agency, based in London, has completed a tender process titled "Remote Digital Technology" within the services category. The procurement aimed to introduce digital capability for remote audits in regulated environments, partnering with Food Business Operators. This invitation was part of the Operational Modernisation initiative focusing on efficiency and flexibility. With a total value exceeding £14,800, the procurement process was initiated as a tender and concluded with an award to TEXO GROUP LIMITED. The contract was signed on 14th September 2023, with a focus on software-related services.

This public procurement opportunity can be beneficial for businesses offering software-related services, particularly those specialised in developing digital solutions for remote inspections. As the tender included award criteria based on technical quality and price, businesses with innovation in remote digital capabilities could find this opportunity suitable for growth. Moreover, with the contract aimed at improving operational efficiency and flexibility, companies experienced in providing digital solutions in regulated environments could have a competitive advantage in securing similar contracts in the future.

## Notice

One of the key principles of Operational Modernisation (OMT) is to exploit advances in technology to support the more effective delivery of Official Controls, ensuring that we use robust data, evidence and analysis to support effective decision making. The introduction of improved digital capability for operational inspection, verification and assurance activity will facilitate more accurate, consistent and standardised processes as well as providing additional operational flexibility and efficiency.

Since October 2021, due to the significant challenges posed by Covid19, remote digital capability has been utilised, trialling the technology to explore its suitability for use in the work environment, gathering live video, still photography and audio evidence to support remote partial audit assessments with the Veterinary Audit Team.
FSA Audit activity covers the inspection of all licensed meat establishments across England and Wales. These audits can be impacted by a variety of environmental factors, with Auditors encountering poor internet network connectivity due to the structural design of many establishments.

Tenders are invited to provide a digital solution to meet the needs of conducting a remote audit in a regulated environment. The solution will be required to work in partnership with Food Business Operators (FBO), who are wholly independent of the FSA, due to that the software should be able to use in any phone, table and computer.
