### Procurement Information

No other reasonable alternative exists for this procurement. This procurement is required as an interim arrangement to ensure continued maintenance, support and licensing for 4 Clinical Information Systems currently provided by Philips Electronics UK Ltd under a Managed Equipment Services Contract which is scheduled to end 30/09/2023. These systems are essential for service delivery and continuity of patient care. The 4 Clinical Information Systems are: Picture Archiving and Communications System/Radiology Information System (PACS/RIS), Cardiology Clinical Information System, Theatre Management System, Clinical Information System for Critical Care. These systems will be replaced by new regional systems, i.e. NIPACS+ Project and ENCOMPASS. This is an interim arrangement that is required until NIPACS+ and ENCOMPASS are operational in Belfast Health and Social Care Trust. The wider market was consulted when ENCOMPASS was procured, the contract for which was awarded in May 2020, and when NIPACS+ was procured, the contract for which was awarded in July 2022. The absence of competition is not a result of the artificial narrowing of the parameters of the procurement.
