The procurement will be an open tender but will be operating as a Flexible Purchasing System (FPS) which is an open Pseudo-dynamic FPS agreement allowing providers to join the Pseudo-dynamic FPS agreement during the term of the agreement via rounds. Rounds will be opened at certain times during the term when there is a requirement of provision - minimum once a year. This is Round 2 of the FPS.
