## Notice

The Coal Authority (Client) was established by act of Parliament to undertake specific statutory duties, set out in the Coal Industry Act 1994, associated with licensing coal mining operations; managing property and the historic legacy arising from the ownership of the coal reserves and underground workings; settling subsidence damage claims not falling on coal mine operators and providing access to coalmining information. The Coal Authority has a legal duty under the Coal Mining Subsidence Act 1991, to repair properties damaged by coal mining subsidence in the five coalfield regions. The works are funded by grant in aid from central government, in order that the Coal Authority can discharge its statutory duty. The Coal Authority employs over 300 people, based mainly at the head office in Mansfield with some field staff remotely based in order to enable a fast response to incidents in the coal mining areas. The Coal Authority is funded by grant in aid from the Department of Energy Security and Net Zero (DESNZ) To fulfil our legal obligations a Re-Tendering exercise was conducted in order to replace the previous Framework which expired on the 1st of March 2024 The new Framework will comprise of three Lots with the following lot structure. Tenderers were free to price for all Lots or the Lots of their choice. Lot One: Drilling and Grouting with unobstructed open access equipment Lot Two: Drilling with restricted height / restricted access equipment Lot Three: Drilling and Solution Grouting with restricted height / restricted access equipment The works for this Framework will mostly be based over the UK Coalfields and the three Lots are further broken down into the following five regions. * Region 1 - Scotland East and West * Region 2 - Cumbria / Northumberland / Co.Durham / Durham / Sunderland / Newcastle * Region 3 - North Wales / Cheshire / Lancashire / Merseyside / North Yorkshire / West Yorkshire * Region 4 - South Yorkshire / Nottinghamshire / Derbyshire / Leicestershire / Staffordshire / Shropshire / West Midlands / Warwickshire / Herefordshire / Worcestershire * Region 5 - Somerset / South Gloucestershire / Bristol / South Wales / Pembrokeshire / North Gloucestershire (Forest of Dean) This is a reactive Framework with no guarantees of work and an awarded value of between zero and PS9,750,000.00 which will be spread unevenly across the three Lots and Geographic regions depending on the work which becomes required.

### Lot Information

Drilling and Grouting with unobstructed open access Equipment

The Framework Scope is for the Provision of Drilling and Grouting Works. This will include drilling into ground which has been impacted by Mining related subsidence of instabilities. This work will be in both open space such as fields or roads as well as in more restricted areas such as within the boundaries of properties. Further, the work will involve the stabilisation of the impacted ground via Cementitious based Suspension Grouts or Resin based Solution Grouts. A typical call off work order will involve the establishment of a secure construction site and setting up a drilling rig followed by a programme of works to provide an Engineered solution which restores the impacted area to use and resolves the Public Safety hazard which Mining related subsidence poses.
