## Summary

The Construction Industry Training Board has awarded a contract to the National House Building Council for the 'Multi-trade skills hub - Homebuilding sector plan'. This contract aims to expand and develop multi-trade hubs within designated locations to address skills shortages in the home building sector. The contract involves direct funding of £1.25m split between two awards: £500K for expanding the Tamworth hub and £750K for developing a hub in Burgess Hill. The procurement method used was an Award procedure without prior publication of a call for competition.

This contract offers opportunities for businesses involved in education and training services, specifically in the construction sector. Companies able to provide services related to bricklaying, carpentry, roofing, and groundworks could benefit from this tender. The contract signifies a collaborative effort between major homebuilders and NHBC to create skilled labor in the construction industry, with a plan to expand to other areas in the future once the concept is proven successful. Businesses interested in innovative skills development solutions within the construction sector would be well-suited to compete for this opportunity.

### Procurement Information

The contract is to directly fund NHBC for the expansion of Tamworth multi-Trade hub 500K and 750K to fund a secured site managed by NHBC in Burgess Hill and featured under attract within the homebuilding sector plan. CITBs contribution is a capital investment to expand the current NHBC site in Tamworth, to increase capacity and increase provision to cover three additional trades of roofing, groundwork, and carpentry. This includes temporary building and other facilities such as computers, display equipment, training tools and training materials. The Locations have been agreed by industry representatives and are based on the participating homebuilder's views of where the most acute shortfalls exist. This is backed up by our own research which confirms acute skills gaps and shortages in these areas. The multi-skill hub model will test the option for CITB to work with main contractors and other partners to deliver skills solutions in construction 'hotspots. Longer term, the aim is to work with providers to address gaps in training supply, but this is some years off and so we need a vehicle to manage the immediate shortfall. If the hubs offer a solution that represent good value and works for industry it may form part of our longer-term solution to market failure. It is intended and featured within the Homebuilding sector plan that further geographic; locations and trades will be identified, and a larger competitive commission will be advertised during 2023 once capacity has been built and proof of concept and adaptability in place to set up at pace in other geographically identified areas of need and trades. NHBC is considered to be a 'Sole Supplier'. Although hubs are available in other formats to support work experience and mentoring, there are no other multi-trade hubs in existence with a proven delivery model and the agility to expand both by trade and geographical spread. This does not preclude other hubs from being developed and submitting bids on specific sector trades and location that may be featured in the competitive tender invitation anticipated in 2024/25 or sooner if CITB have all the appropriate positive data to proceed with this initiative featured in existing and future sector plans.
