## Summary

The Mayor's Office for Policing and Crime in London has completed the procurement process for the "Talk Matters Programme Evaluation & Learning Partner" in the services industry category. The contract, awarded to Ecorys UK Limited, is valued at £299,865 and was signed on 1st January 2024.

This tender offers growth opportunities for businesses with expertise in research and development services, consultancy services, and education sector engagement. Companies with a strong background in evaluating complex programmes, collaborating with schools and local authorities, and implementing effective monitoring strategies would be well-suited to compete for similar contracts. The Mayor's Office for Policing and Crime is actively engaging with suppliers to enhance the Talk Matters Programme and create a positive impact on education outcomes in London.

## Notice

The London Violence Reduction Unit ("VRU") is commissioning a Evaluation and Learning Partner for the Talk Matters Programme. Talk Matters Programme, will support schools to identify Speech, Language and Communication Needs in children early and close gaps in their learning, so that children can fully engage in all aspects - academic and social - of their education. The VRU therefore wishes to commission a Talk Matters Programme Evaluation and Learning Partner who will work closely with schools, local authorities and the VRU to create an effective learning partnership, develop and embed an effective monitoring strategy and explore impact at a systems level.

### Lot Information

Lot 1

In summer 2023, the VRU offered new, three-year funding to seven London Boroughs to pilot a whole-locality approach to improving oracy, starting in five primary schools per borough. The pilot programme, Talk Matters, will support schools to identify Speech, Language and Communication Needs in children early and close gaps in their learning, so that children can fully engage in all aspects - academic and social - of their education. This is a high-priority pilot, and we wish to contribute to the evidence base around oracy in UK schools whilst also delivering the best service possible for young Londoners and their families. The VRU therefore wishes to commission a Talk Matters Programme Evaluation and Learning Partner who will work closely with schools, local authorities and the VRU to create an effective learning partnership, develop and embed an effective monitoring strategy and explore impact at a systems level.

Options: MOPAC has an option, exercisable at its sole discretion, to extend the duration of the Contract for a further period or periods up to a total of 2 years by giving notice in writing to the Provider
