## Summary

The public procurement process for the project titled "Stacking of nature market credits" is being conducted by the Defra Network eTendering Portal, a Ministry or national authority in the UK dedicated to environmental protection. The project falls under the economic research services category. The procurement stage is currently active, with a contract period starting on October 16, 2023, and ending on March 31, 2024. The tender deadline for submission is September 18, 2023. The project aims to facilitate research to inform Defra's decision-making regarding stacking credits in nature markets, providing opportunities for businesses in the economic research and consultancy services sector.

This tender presents an opportunity for businesses specializing in economic research services, research consultancy, and environmental issues consultancy to compete and support Defra's objectives. The procurement method is an open procedure, allowing fair competition among suitable suppliers. Interested businesses must adhere to the submission terms and bid validity period, ensuring compliance with the outlined requirements for participation. The project offers a chance for qualified companies to contribute to environmental integrity and private finance ambitions while addressing critical research gaps within compliance markets. Businesses with expertise in research services and sustainability practices are well-suited to collaborate on this procurement opportunity.

## Notice

The Nature Markets Framework, published in March 2023, sets out the principles required
to ensure environmental integrity while combining multiple ecosystem service revenue
streams from a single intervention r (stacking), but Defra is yet to make a decision on
whether to increase the number of circumstances where stacking is allowed in nature
markets. There lacks a sound evidence base to inform this decision, and it is unclear what
stacking model would be most effective at delivering Defra's environmental and private
finance ambitions as well as the effect on costs to developers within our compliance markets
(biodiversity net gain and nutrient neutrality). This research is a critical enabler to deliver on
Defra's commitment to provide clarity to landowners on the ability to stack credits on their
land that was set out in the Nature Markets Framework.
