## Summary

The Department for Environment, Food and Rural Affairs (Defra) initiated a tender for the SCAH Power Upgrades project, titled "SCAH Power Upgrades – PR27 Woodham Lane". This procurement falls under the works category and involves the connection of 43000kVA with a high level of resilience via dual feed 132/11kV substations from West Weybridge GSP and Laleham GSP in Weybridge, Surrey. The procurement method was a limited award procedure without prior publication, and UK Power Networks Ltd was awarded the contract on 24th October 2022 for a value of £40,911,986.65.

This tender presents an opportunity for businesses in the construction industry that specialize in pipelines, communication and power lines, highways, roads, airfields, and railways. Companies with expertise in electrical infrastructure, substation works, cable route works, and civil engineering could compete effectively. The significant emphasis on technical capabilities, complex interface requirements, and programming criticality makes this tender suitable for businesses with advanced technical skills and experience in delivering high-resilience electrical projects within the specified industry category.

### Procurement Information

The Department for Environment, Food and Rural Affairs (Defra) has entered into an agreement with UKPN as Distribution Network Operator for the area, to reserve capacity for future electrical requirements at its site at Weybridge. This agreement includes the carrying out of necessary works for the provision of the electricity.
The works are made up of majority Non-Contestable works, as such UKPN (as Distribution Network Operator for the area) are the only provider permitted to deliver these works.
Further, given the high level of resilience, full 132 kV accreditation, security requirements, commercial agreement obligations, complex interface and programming criticality issues that exist for the project, UKPN are the sole provider that possess the technical ability to provide the works.
