NHSBT are exploring the possibility of purchasing a content management system and engaging design and development services to implement and support multiple national/international website.
The purpose of this PIN is to maximize the opportunity for a successful procurement process and eventual acquisition, should the Authority choose to invite competitive tenders from the marketplace in the future.
The Authority hopes to gain an understanding of the indicative budgetary costs; the implementation and project timescales; obtain information for the procurement sourcing strategy and the business case; and finally, to inform the business decision relative to a future procurement process and the project direction.

Lot 1

The Systematic Review Initiative (SRI), and Serious Hazards of Transfusion (SHOT) are organisations collectively funded by the UK Forum, a collaboration between the four UK Blood Services, and are based in NHSBT. SHOT has their own websites, while SRI operates a sub-site within the JPAC website. 

The SRI website focuses on increasing the evidence base for transfusion medicine through systematic reviews and curates two evidence libraries. SHOT serves as the UK's independent inquiry into the serious hazards of transfusion, providing authoritative data and supporting policy development and guideline production. 

Both websites suffer from outdated design and poor user and owner experiences. The SRI site is hosted by an external provider with limited functionality and management capabilities. The contract with the provider is set to expire in June 2024. SHOT's website is maintained by another provider but faces similar limitations. Separate user requirement specifications are required for each organisation. Given their similar positions and funding by the UK Forum, addressing the website limitations is crucial for SRI and SHOT to provide better user experiences, improve data dissemination, and optimise learning from hemovigilance.
