## Summary

The Mayor's Office for Policing and Crime (MOPAC) has completed the procurement process titled "Prison Violence Reduction Interventions (Phase 2)", focusing on health and social work services specifically targeting violent offenders in London prisons. This procurement was carried out through an open procedure and involved the awarding of two lots: Lot 1 - Remand Services, and Lot 2 - Violence Reduction Behaviour Change Intervention. The contracts were signed on 10 December 2024, with Catch22 Charity Limited and BELONG: Making Justice Happen being selected as suppliers. The total estimated cost for services over the contract period, including potential extensions, is £2,025,000. These services will address the complex needs of offenders with an initial term of 17 months, extendable by up to three years, and will contribute to a broader strategy to reduce recidivism and enhance the safety of both the prison environment and the community in London.

This procurement presents significant opportunities for businesses specialising in corrections management, offender rehabilitation, and related social services seeking to expand their operations in the public sector. Small and medium enterprises (SMEs), particularly those with expertise in trauma-informed care, mentoring, and behaviour modification programmes, could find valuable partnerships and market opportunities through MOPAC's ongoing commitment to addressing prison violence. Engaging in such initiatives not only enhances reputability and influence within the sector but also allows businesses to be part of a pivotal social change agenda aiming at long-term reduction of violence. Given the structured procurement strategy involving multiple lots, businesses capable of providing comprehensive solutions or forming consortiums may particularly excel in delivering the required services.

## Notice

Provision to target the complex needs of violent offenders in London prisons via the delivery of three services: Remand Support, Remand Through The Gate Mentoring and Violence Reduction Behaviour Change Intervention.

### Lot Information

Lot 1

A number of MOPAC commissioned violence reduction interventions for London Prisons are being planned, with the procurement led by MOPAC, in partnership with the London Prisons Group and other CJS and health partners. The funding is expected to be in place until March 2026, and the service will run across three pilot prisons in London. This provision will target the complex needs of violent offenders in London prisons and also provide support to reduce violence following release. By offering trauma-informed support for those who commit violence in prison, the violence reduction provision aims to improve outcomes in terms of successful engagement with CJS services and reduced risk of violent reoffending in prison and on release. The service will be fully integrated and evaluated under the pan-London Violence Reduction Strategy, which works to reduce violent offending in prison and in the community from the most persistent, violent offenders in London.
