## Summary

The procurement process involves the Secretary of State for Health and Social Care acting through the UK Health Security Agency, who has awarded a contract for the "Provision of Core Cities & National Surveillance Wastewater Sampling Support" related to water distribution and services. This procurement is for services within the region covered by the supplier, United Utilities Water Limited, with a maximum contract value of £200,000. The contract was signed on 28th March 2023 using the limited procurement method without prior publication due to the specific geographic nature of water companies.

This tender presents an opportunity for businesses experienced in water distribution and related services to engage with UKHSA through the supply of wastewater sampling support services. Companies with a strong track record in environmental monitoring for health protection and expertise in RNA testing and sequencing could find this tender particularly relevant. The contractor awarded the contract, United Utilities Water Limited, is a large-scale supplier specialising in water-related services, which aligns well with the scope of this contract for disease outbreak detection and health monitoring through wastewater sampling.

### Lot Information

Lot 1

A contractual arrangement in place with Utilities Water Limited to ensure UKHSA can have an immediate presence in critical areas of interest in the supplier regions of operations. This is to ensure UKSA has the ability to quickly responds to hotspots and new variants (including but not limited to COVID, MPX, Polio.
Environmental Monitoring for Health Protection (formerly known as the Wastewater Programme) collects wastewater samples for RNA testing and, in some cases, sequencing across a range of near source, network and treatment Centre locations.
The purpose of collecting these samples is to provide early warning of disease outbreaks, track the emergence of antimicrobial resistance and monitor the effectiveness of preventative measures. By testing wastewater samples, we can detect the presence of human pathogens, viruses, and bacteria in the wastewater. This helps us monitor the population's health and allows us to take action to prevent the spread of disease.
This is a zero-commitment contract with a maximum value of PS200,000. Statement of works shall be issued when required to conducting sampling. The authority will raise a PO and payment will be made to United Utilities Water Limited

### Procurement Information

As the water companies are specific to the geographic location and the infrastructure is the
property of the specific water company, it is necessary to contract directly with the relevant
company in each English region, thus precluding a competition as each Water Company has
proprietary rights over and in respect of its own water network infrastructure, plants etc. Thereby
necessitating the need to make Direct |awards to each for it's own regional under the auspices of
PCR 2015 (as amended) Regulation 32(2)(b) (iii) Exclusive Rights.
