## Summary

The Secretary of State for Health and Social Care acting as part of the Crown through UK Health Security Agency has awarded the contract for the provision of Core Cities & National Surveillance Wastewater Sampling Support to Northumbrian Water Limited. The procurement involved wastewater sampling activities in the UK region to anticipate disease outbreaks and monitor health indicators. The contract, valued at up to £200,000, was awarded through a limited procurement method without prior publication, as it required a direct contract with specific water companies due to proprietary rights over infrastructure.

This tender opportunity, focusing on water distribution and related services, can benefit businesses experienced in environmental monitoring and health protection services. Companies providing wastewater testing, disease tracking, and antimicrobial resistance monitoring services could successfully compete for this contract. The active status of the award signifies that Northumbrian Water Limited is currently providing the specified services in partnership with the UK Health Security Agency.

## Notice

To provide wastewater sampling activities, within the region in which the Supplier operates.

### Lot Information

Lot 1

A contractual arrangement in place with Northumbrian Water Limited to ensure UKHSA can have an immediate presence in critical areas of interest in the supplier regions of operations. This is to ensure UKSA has the ability to quickly responds to hotspots and new variants (including but not limited to COVID, MPX, Polio.
Environmental Monitoring for Health Protection (formerly known as the Wastewater Programme) collects wastewater samples for RNA testing and, in some cases, sequencing across a range of near source, network and treatment Centre locations.
The purpose of collecting these samples is to provide early warning of disease outbreaks, track the emergence of antimicrobial resistance and monitor the effectiveness of preventative measures. By testing wastewater samples, we can detect the presence of human pathogens, viruses, and bacteria in the wastewater. This helps us monitor the population's health and allows us to take action to prevent the spread of disease.
This is a zero-commitment contract with a maximum value of PS200,000. Statement of works shall be issued when required to conducting sampling. The authority will raise a PO and payment will be made to Northumbrian Water Limited.

### Procurement Information

As the water companies are specific to the geographic location and the infrastructure is the
property of the specific water company, it is necessary to contract directly with the relevant
company in each English region, thus precluding a competition as each Water Company has
proprietary rights over and in respect of its own water network infrastructure, plants etc. Thereby
necessitating the need to make Direct |awards to each for it's own regional under the auspices of
PCR 2015 (as amended) Regulation 32(2)(b) (iii) Exclusive Rights.
