## Summary

The Department for Energy Security and Net Zero (DESNZ), along with the Department for Environment, Food and Rural Affairs (Defra) and the Office for National Statistics (ONS), is seeking to procure services for the National Atmospheric Emissions Inventory (NAEI). This contract, valued at approximately £15,000,000, aims to generate high-quality greenhouse gas and air pollutant emissions estimates. The procurement process is currently in the planning stage with supplier events scheduled for 21st and 23rd November 2023, and the tender period is expected to commence on 1st June 2024. This opportunity, listed under the environmental services category (CPV code 90700000), is based in the UK and involves both the core NAEI production and independent quality assurance.

This tender presents significant growth opportunities, particularly for businesses specialised in environmental services, climatology, air pollution tracking, and research services. Companies with a strong background in quality assurance and environmental data reporting, and those capable of delivering robust methodologies and compliance with international standards, would be well-suited to compete. The contract includes substantial funding and long-term commitments, offering potential for stable revenue streams and a prominent role in supporting the UK's climate and air quality policies.

## Notice

The NAEI is a long-running programme which has been responsible for producing the UK's Greenhouse Gas and Air Quality Pollutant Inventories in order to meet its domestic and international reporting obligations and to inform decision makers on the impact of policies on emissions, and to aid in the development of new policies to help the UK meet its long-term climate and air quality targets.

### Lot Information

Compilation and Reporting of the National Atmospheric Emissions Inventory (NAEI)

The core delivery of the inventory products and outputs take place in this Lot 1. These national reporting requirements necessitate the production of high-quality and consistent assessments of temporal trends and spatial patterns of GHG and AQP emissions. The contract must also meet the needs of national policy and public dissemination of environmental information, and this Lot includes delivery of specific outputs to meet these needs. This information must be reported annually as the UK GHGI and UK AQPI. The methods used in compiling and reporting emissions data must comply with the relevant international guidance and must be recorded in a publicly available and transparent way. Lot 1 of the NAEI includes strict requirements regarding QA/QC to ensure they align with the relevant UNFCCC and UNECE standards. The contract needs to maintain and improve the UK's NAEI system, resulting in continuous improvement to both the GHGI and AQPI, specifically in the identification and inclusion of new methodologies and data, incorporation of any amendments to reporting obligations and requests for new outputs to meet UK domestic research and policy needs.

Independant Assurance of the National Atmospheric Emissions Inventory (NAEI)

The objectives of this Lot are to: * Review and provide recommendations to strengthen the Lot 1 Quality Assurance and Quality Control processes across the full Inventory cycle. * Review the UK's institutional arrangements, including governance, and provide recommendations for improvements. * Review the Lot 1 strategy and planning for Data Supply and Improvement Plan and Capability and Resilience Plan assessing effectiveness of prioritisation and providing recommendations for improvement (further information in Lot 1 ITT). * Deliver an assessment the robustness of inventory methodologies and assumptions. * Establish a robust Inventory Improvement Strategy. * Design impactful improvement projects which deliver excellent value for money. * Deliver an effective secretariat for the Government's Inventory governance groups. These aims and objectives will be delivered through three work packages: * Work Package 1 (Section 4.1) - Programme Management * Work Package 2 (Section 4.2) - Inventory Assurance * Work Package 3 (Section 4.3) - Inventory Improvement
