## Summary

The public procurement process initiated by Transport for London (TfL) involves two main advertising concessions focused on Rail (including London Underground) and Bus Shelters. The procurement, categorised under advertising and marketing services, is in the tender stage with key deadlines, including the tender submission deadline set for 18th November 2023. TfL aims to secure new contracts to take effect from 1 April 2025, ensuring revenue streams continue seamlessly post the expiration of current agreements. The tender, divided into two lots, solicits bids for rights to advertise across various TfL rail services and bus shelters in Greater London. Both concessions are slated for a 96-month term, with an option to extend by up to 24 months at TfL's discretion, reflecting a long-term commitment and significant investment in the infrastructure.

This tender presents considerable opportunities for businesses in the advertising sector, particularly those with robust technical and financial capabilities. Companies specialising in Out of Home (OOH) advertising will find competitive prospects in offering solutions for both digital and traditional advertising assets, enhancing their market presence through access to high-traffic public transport networks. The long-term nature of the contract, combined with a shared revenue model, encourages sustained growth and stability for successful bidders. Larger entities with experience in handling significant capital expenditure projects would have an advantage, given the scale and diversity required to manage the assets efficiently. The engagement also promises significant social value, ensuring businesses can align their bid strategies with broader community and economic benefits.

## Notice

It is not considered that any of the procurement regulations applied to this competition. However, on a voluntary basis, in order to run a transparent, auditable and fair process, TfL has conducted the procurement based on the requirements of the Concession Contracts Regulations 2016 (CCR).
