## Summary

The City of London Corporation is planning a procurement process titled "New Spitalfields Market & Billingsgate Market Waste Management & Market Cleansing - Soft Market Testing" in the services industry category. This tender involves conducting a Soft Market Testing exercise to gather input from potential providers before formal procurement begins. The exercise aims to shape the future procurement opportunity, with a value of £13,500,000. The main locations for service delivery are New Spitalfields Market and Billingsgate Market in London. The procurement stage is currently in the planning phase, with the future notice date set for February 5, 2024.

This tender by the City of London Corporation presents an opportunity for businesses in the refuse recycling services sector to participate. Companies offering cleaning services and waste management solutions may find this tender suitable for their expertise. The Soft Market Testing exercise allows potential providers to engage early with the Corporation and share insights on service delivery approaches. Interested parties should note that participation in the Soft Market Testing does not guarantee future procurement invitations. This opportunity aligns with the City of London Corporation's aim to follow the Public Contracts Regulations 2015 for fair and transparent procurement processes.

## Notice

SMT in this case is where the City of London Corporation, at an early stage in development of its proposals but prior to formulating any formal procurement opportunity, seeks input from the market as to what might be the most potentially attractive way of packaging and scoping a future procurement opportunity. This exercise will also provide an opportunity for the Corporation, to obtain insight into how potential providers might approach the delivery of the service in question. It also gives useful early insight into the likely level of interest in a proposed project from that market. Potential participants will not be prejudiced by any response or failure to respond to the soft market testing. Potential participants must also note that a response to this request does not guarantee an invitation to participate in this or any future procurement that The City of London Corporation may conduct. Any procurement of the supply and services by the City of London Corporation will be carried out strictly in accordance with the Public Contracts Regulations 2015 (the "Procurement Regulations"). The City of London Corporation have developed a questionnaire (attached at the end of this document) that they would like interested parties to complete, interested parties may then be invited to meet with the project team to discuss in more detail the options. As stated above the outcome of the SMT exercise will inform an options appraisal with recommendations. Further detailed reports will be prepared as appropriate in accordance with the Billingsgate and New Spitalfields Market, Cleaning and Waste tender and approval procedures, and in accordance with the Procurement Regulations.
