## Summary

The Ministry of Justice (MoJ) has finalised a contract for the supply of custodial locks, keys, parts, and associated services. This procurement, classified under the industry category of "Locks, keys and hinges," is a critical component of the MoJ's operations, directly impacting the functioning and security of prison facilities across the United Kingdom. The purchase was conducted via a limited procurement method, under regulations that permit direct negotiation without publication, resulting in Assa Abloy Limited being awarded the contract valued at £8,000,000. The contract was signed on 6th August 2024, following a thorough process that confirmed the necessity due to the technical incompatibilities a change of supplier would introduce.

This contract presents significant opportunities for established businesses specializing in high-security and custom lock solutions, particularly those capable of rapid response and adherence to stringent technical specifications. Companies with expertise in providing resilient and scalable security solutions will find substantial growth potential. The MoJ's need for flexible, timely, and secure delivery positions well-equipped enterprises advantageously for future contracts and expansions, including potential work in Overseas Territories and secure hospitals. Businesses capable of offering comprehensive services, including installation, maintenance, and emergency responses, will be particularly well-suited to meet the MoJ's stringent requirements and deadlines.

### Procurement Information

As per section 32, clause 5b of the public contract regulations, the negotiated procedure without prior publication may be used for public supply contracts or additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance. This procurement adheres to the case as set out in clause 5b. In addition to this, clause b(iii) states the negotiated procedure without prior publication may be used where competition is absent for technical reasons which is the case for this procurement which was evidenced as part of the early market engagement which was conducted under notice 2023/S 000-032347.
