## Summary

The East London NHS Foundation Trust is planning a tender for the "Emotional Wellbeing Service - Integrated Schools & Community Pathway" within the Health and social work services category. The tender, with an estimated value of £3,625,000, aims to provide support for children and young people with multiple inequalities, focusing on emotional wellbeing. The tender is in the planning stage, and the future notice date for this opportunity is April 2, 2024. The procurement is open to qualified providers to deliver specialist and targeted emotional support services in the Bedford Luton area in the East of England.

This tender by the East London NHS Foundation Trust presents an opportunity for service providers in the health and social work services sector to deliver inclusive and flexible emotional support services to children and young people facing multiple inequalities. Businesses with expertise in delivering community-based mental health services and support for vulnerable groups, such as those with Neuro-Developmental Difficulties, Autism Spectrum Disorder, and Learning Difficulties, would be well-suited to compete. Additionally, providers able to work collaboratively with local authorities and schools to meet the emotional wellbeing needs of children and young people are encouraged to participate in this tender process.

Children with moderate to severe special educational needs are currently outside the scope of this contract.

### Lot Information

Lot 1

ELFT require Provider(s) to focus resources on children and young people with the highest risk of multiple inequalities.
Provider(s) will need to ensure inclusive support with minimal exceptions or exclusions, including adapting support for those with Neuro-Developmental Difficulties (NDD) including Autistic Spectrum Disorder (ASD), Learning Difficulties, and other groups such as Looked After and Adopted Children (LAAC) and LGBTQ+ young people.
Children with moderate to severe special educational needs are currently outside the scope of this contract.
The emotional well-being of children and young people needs to be understood within the context of their family as well as their social environment and education setting. Provider(s) commissioned to meet their emotional well-being needs should take account of these contexts and, where appropriate, involve whole families and the systems around the young person to bring about change, rather than only working with them on an individual basis.
ELFT consider the initial priority of this service specification is to embed a robust school-based offer for Children and Young People with highest need. Following which Provider(s) will need to engage families / systems & communities to reduce risk factors.
Whilst we require Provider(s) to engage with schools that don't currently have access to support - we also recognise that supporting the resourcing of ELFT's CAS is crucial - and expect Provider(s) to be able to provide flexible support to the provision of these services.

We also recognise that resources for both internal ELFT and external Local Authority services are fluid, and we require Provider(s) to have expertise to flexibly shift resource as required.
The combined requirement is for Provider(s) to:
- Provide inclusive support
- Manage individual needs in the context of complex social circumstances
- Provide flexible support in relation to need / demand
- Plan and deliver as an integral part of locality-based CAS collaborative/alliance.
Lot 1- Specialist (Early) Emotional Support: Single Provider Bids
Lot 2 -Targeted Emotional Support: Single Provider Bids - inviting collaborative bids to support locality approach.
