The University of Strathclyde has published a Prior Information Notice (PIN) for initial Market Research and Engagement purposes regarding the upcoming procurement opportunity titled "Knowledge Graph Platform for CMAC Data Lab". The procurement falls under the goods category of the industry-specific software package and is currently in the planning stage. The University will conduct further market engagement with interested suppliers who submit responses to the questionnaire by 5th December 2023. This opportunity aims to establish a data fabric around a knowledge graph platform to enhance research capabilities at the University's medicines manufacturing research facilities in Glasgow.

This tender presents an opportunity for businesses to provide a knowledge graph platform, software, hardware, system integration, and implementation support to enhance the data capabilities at the University of Strathclyde. Companies specialised in industry-specific software packages, data processing machines, and data equipment, as well as those experienced in strategic partnerships with educational institutions, would be well-suited to compete. Interested businesses should take note of the deadline for questionnaire submission and consider the long-term potential of developing a strategic partnership with CMAC through this procurement opportunity.

## Notice

This PIN is to highlight to the market an upcoming opportunity to provide a Knowledge Graph Platform for CMAC, contributing to the delivery of CMAC's Lab of the Future vision as part of the of the Data Lab initiative.

### Lot Information

Lot 1

CMAC is developing a state-of-the-art data architecture in support of our Lab of the Future vision and new CMAC Data Lab initiative. Our goal is to establish a data fabric for the research centre that will enable the implementation of FAIR data across our portfolio and deliver the following advantages: (i) integration of research data and metadata across all sources, formats and locations to enable straightforward data aggregation and access; (ii) enable implementation of extract, transform and load (ETL) pipelines to enable data analytics, real time processing of data and prompt generation of data products, services and scientific insights supporting our evolving multidisciplinary research portfolio aimed at transforming CMC; (iii) provide robust means for secure data management, access control and improved data resilience; (iv) support collaboration between academic groups and industry partners. We are looking to transform our current capabilities and build our data fabric around a knowledge graph platform in our existing world class medicines manufacturing research facilities in the Technology and Innovation Centre at the University of Strathclyde. This will enable comprehensive data discovery and lineage, interoperability, semantic understanding with flexibility to include new data types and sources and to facilitate secure access to data to external partners as our research strategy rolls out. The procurement will cover software and hardware requirements, system integration and implementation support and training. The procurement will cover: - Software: the knowledge graph platform should support and operate with standard knowledge graph and ontology formats and technologies, that is scalable, interoperable with multiple data sources with tools to enable data ingestion; offers suitable security features (e.g. encryption, access control, audit trails); advanced tools for querying and data retrieval; tools for ontology management (creation, import/export, versioning and validation) as well as capabilities for reasoning and inference tools to infer new knowledge based on data and ontology rules and provide tools to enable semantic understanding; tools for backup and recovery. Inclusion of an API to support automation of data flow to and from the system as well as querying by in-house codes and the ability to export data from the system which includes a holistic data export should it be required. - Hardware- servers required to host the platform - Implementation & Integration- the supplier will be required to integrate the system with the university's existing environment and existing systems, databases, software platforms, ETL - Support & Training: the supplier will be required to provide additional support to integrate the system, ontology development , data migration, system configuration and training of staff and roll out of system to all users. - Strategic Partnership: there is an opportunity to develop strategic partnership with CMAC from this opportunity. Additional information: The University has attached a Market Research Questionnaire to this PIN. The University encourages all suppliers that have noted interest in this opportunity to complete the questionnaire attached. Please note this questionnaire is non-committal and purely for information purposes. For those suppliers interested, please complete the questionnaire by 5th December.
