## Summary

The Ministry of Defence, on behalf of The Secretary of State for Defence, has completed the procurement process for the Dosimetry Unit. The procurement falls under the goods category and involves the acquisition of a new Harshaw Model 8800 Plus thermoluminescent dosimetry reader, ensuring the ability to provide the MOD with personal radiation dosimetry. This tender was awarded to Phoenix Dosimetry LTD under a negotiated procurement method without prior publication of a contract notice. The contract, valued at £239,600, was signed on the 4th of December 2023. The location for this procurement is in the United Kingdom, specifically in Salisbury. The Dosimetry Unit tender aimed to replace an ageing radiation dosimeter, essential for the Defence Nuclear Enterprise and Defence Medical Services, aligning with the strategic theme of enabling operational advantage at pace.

This tender presents business growth opportunities for suppliers in the radiation dosimeter industry, especially those specialised in providing radiation monitoring equipment and services. As the Ministry of Defence sought to engage the services of Phoenix Dosimetry to procure the Dosimetry Unit, businesses offering similar technical expertise in radiation dosimetry may find future procurement opportunities with governmental agencies. The competitive criteria for this tender were based on the lowest price, indicating a focus on cost efficiency. Companies eligible to compete in similar tenders would need to demonstrate technical competence in supplying specialised dosimetry equipment for defence applications. It is crucial for businesses interested in such opportunities to monitor procurement channels for potential future engagements with entities like the Ministry of Defence seeking specific technological solutions.

## Notice

The Dstl Approved Dosimetry Service (ADS) requires a new Harshaw Model 8800 Plus thermoluminescent dosimetry reader, with built-in internal 90Sr/Y irradiator (0.5 mCi/18.5 MBq), to maintain its ability to provide the MOD with personal radiation dosimetry.

### Lot Information

Lot 1

The Dstl ADS has two Harshaw 8800 Plus thermoluminescent dosimetry readers that are used to provide the MOD (including the Defence Nuclear Enterprise and Defence Medical Services) with personal radiation dosimetry. One of these readers has been in service for almost 25 years and so is approaching the end of its working life. The requirement is to replace this reader with like-for-like equipment. This will maintain an S&T capability that is critical to the delivery of Defence operations and is therefore aligned with the Dstl strategic theme: Enabling operational advantage at pace. Replacing the ageing Harshaw dosimetry reader will maintain an S&T capability that is critical to the delivery of Defence operations and is therefore aligned with the Dstl strategic theme: Enabling operational advantage at pace.

### Procurement Information

Defence Science and Technology Laboratory, on behalf of The Secretary of state for Defence, intends to engage the services of Phoenix Dosimetry to procure a model 8800 Dosimetry Unit plus TLD Card Reader. It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for Technical reasons. The Dstl Approved Dosimetry Service (ADS) has two Harshaw 8800 Plus thermoluminescent dosimetry readers (with built-in 90Sr/Y irradiators) that are used to provide the MOD with Health and Safety Executive (HSE) approved personal radiation dosimetry services. These services enable the MOD to comply with radiation protection legislation and fulfil its duty of care to its employees. One has been in service for 24 years whilst the other for 22, both are approaching end of life. We are intending to purchase 2 replacement Harshaw readers from Phoenix Dosimetry Ltd. There are other dosimetry units on the market however there would be compatibility issues if the same type were not procured and Dstl would need to replace the entire system. Dstl has 25,000 of these readers and the cost to replace them all would be extensive. A competition was put out via the LUPC framework to 6 possible suppliers to see if anyone else could supply the Harshaw readers. We received 2 responses but one withdrew as they would buy the unit from Phoenix themselves and the other was unable to supply the Item. An internet search did not reveal any other suppliers beyond those identified.
