The MPS shall be relying on PCR Regulation 32(2)(c) whereby insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The award of contract via the negotiated procedure shall provide adequate time to the Authority to run a competition whilst safeguarding service delivery of ESD's for the foreseeable future. The negotiated award of contract shall commence 3rd November. The Authority expects a replacement contract to be awarded 2024.
