## Summary

The London Borough of Barking and Dagenham (LBBD) has initiated a public procurement process for the "Provision of Supported Accommodation at the Vineries for 16- to 19-year-old Looked after Children, Care Leavers and Vulnerable Homeless Young People". The procurement process spans various stages, including planning, tender, and award, with the latter stage marked by the awarding of the contract to The Cyrenians (Trading as Changing Lives) on 1st September 2024. The contract, which involves the provision of accommodation-based support services in Dagenham, aims to assist homeless young people aged 16 to 19 years old in developing essential life skills, ensuring health and well-being, and maintaining independent living. The procurement method employed was an open procedure, and the tender's total value is estimated at approximately £1.32 million, covering a period of up to four years.

This tender presents significant opportunities for businesses, particularly those specialising in social work and related services. Companies experienced in providing low to medium support to vulnerable young people and adept at delivering life skills programmes would be well-suited to compete. The focus on varied support, including health services access, budgeting, and securing further education or employment, means that SMEs with a comprehensive service offering and commitment to social value have a competitive edge. Furthermore, the contractual requirement to work closely with the building's landlord and the compulsory signing of a Housing Management Agreement represent additional areas where a qualified business can demonstrate its capacity and expertise, contributing to the borough's objectives of preventing youth homelessness and promoting independent living.
