## Summary

The London Borough of Havering has completed its procurement process for two contracts concerning highways and street lighting maintenance. The procurement, titled "Highways and Street Lighting contracts," falls under the industry category of construction and maintenance of highways, roads, and street lighting (CPV Code: 45233000). This process, initiated in December 2023, followed a competitive procedure with negotiation as per the Public Contracts Regulations 2015. The contracts, which cover routine, reactive, and planned works within the borough boundaries, were awarded on the basis of the most economically advantageous tenders. The initial term for both contracts is six years, with the option to extend for an additional four years, subject to satisfactory service. Key dates include the contract signing on 13 January and 17 March 2025 for the highways and street lighting contracts, respectively.

These contracts present lucrative opportunities for businesses specialising in highway maintenance, street lighting installations, and associated services. Companies capable of delivering high-quality, technologically advanced solutions for infrastructure maintenance will find these tenders particularly appealing. The competitive procedure with negotiation ensured that the winning contractor, Marlborough Highways Ltd, was selected based on technical and cost criteria, offering substantial business growth potential over the ten-year period. Small and medium-sized enterprises (SMEs) with expertise in reactive repairs, new construction projects, and installation of lighting systems are well-suited to take advantage of such public procurement opportunities.
