## Summary

The Coal Authority has initiated the Hydrometry Framework, a public procurement process aimed at procuring hydrometric monitoring services to be applied at coal and metal mine sites across the UK. The procurement falls under the "services" category and is governed by an open procedure. The framework has been divided into six lots covering various aspects of hydrometric services, including options assessment, weirs and flumes, loggers and sensors, spot flow gauging and sampling, flow meter verification, and a general lot for combined services. The framework will run for a period of four years starting from April 2024, with the tender stage currently active and submissions due by 20 February 2024. The estimated total value of the framework is £9.5 million.

This tender presents a significant opportunity for businesses specialising in hydrometeorology services to secure long-term contracts with a reputable public authority. Suitable candidates include small and medium-sized enterprises (SMEs) as well as larger firms capable of regional or national service provision. Companies involved in the installation, maintenance, and verification of hydrometric equipment, such as water level sensors, rain gauges, and flow meters, will find the framework to be highly conducive to business growth. With the potential for multiple lot awards and a substantial framework value, participating entities have the chance to establish robust partnerships and enhance their market presence in the UK’s environmental protection and hydrometric sectors.

## Notice

Hydrometry Framework The Coal Authority (TCA) was established by Parliament to undertake specific statutory duties, set out in the Coal Industry Act 1994, associated with licensing coal mining operations; managing property and the historic legacy arising from the ownership of the coal reserves and underground workings; settling subsidence damage claims and providing access to coal mining information. The Authority is funded by Grant-in-Aid from the Department for Energy Security and Net Zero (DESNZ). The Authority takes pride in its achievements, quality and motivation of staff, and is focused on delivering its high level objectives sustainably. Requirement Overview As part of our work, we require the provision of Hydrometric monitoring services, and are thus seeking to appoint suppliers to a framework which will run for 4 years from August 2024. Deliverables from this Framework are to provide a service(s) to undertake Hydrometric Monitoring for the Coal Authority, at coal and metal mine sites across the UK. The Framework will be divided into 6 lots. 1 Options Assessment, design and build 2 Weirs and Flumes 3 Loggers, Water Level Sensors, Rain Gauges, velocity sensors and Water Quality Sensors 4 Spot Flow Gauging and Water Quality Sampling 5 Flow meter verification 6 Hydrometric Monitoring (General Lot) Framework Users The primary users will be the Authority's Operations directive. However, other departments, may use the Framework. This Framework will also be available for use by National Resource Wales (NRW) for similar types of services in relation to current and historic coal and non-coal mining operations.
