## Summary

The Ministry of Justice is planning the procurement of Prison Operator Services Framework Agreement - Generation Two for the provision of custodial and facilities management services for prisons in England and Wales. This tender, still in the planning stage, aims to engage with organisations capable of delivering these services. The Authority has a history of engaging public, voluntary, and private sectors in prison operations since the 1990s. The current framework is set to expire in July 2025, prompting the procurement of a new framework. Interested parties can engage through market events, such as webinars and 1-2-1 sessions.

This planned opportunity can create business growth prospects for organisations involved in justice services, detention, rehabilitation, imprisonment, and public security services. By participating in the procurement process, businesses may benefit from a clear pipeline of opportunities, efficient competitions, and increased bidder participation. The upcoming events, such as webinars and engagement sessions, provide a platform for interested organisations to contribute to the development of the future strategy for delivering the Second Generation of the Prison Operator Services Framework.

## Notice

The Ministry of Justice (the "Authority") previously issued two PINs (Prior Information Notices) to initiate market engagement activity to help inform its strategy for the future delivery of Prison Operator Services in England and Wales, beyond the expiry of the current Prison Operator Services Framework (POSF) Agreement in July 2025. (FTS PIN references: 2024/S 000-000092 & 2024/S 000-004241 and Contracts Finder PIN references: tender_366202/1297577 & tender_366202/1312237). As expressed in previous PINs, the Authority is keen to invite organisations with the capability and capacity to deliver prison operator services to express their interest in future market engagement activity. Disclaimer: Please note this PIN is for market engagement purposes only. It does not signify the commencement of any procurement process and does not constitute any commitment by the Authority. A separate notice(s) will be published at the relevant time should the Authority decide to commence any procurement(s).
