Over several years, the Council has explored the option to establish a Council owned site in the Welshpool area but has been unsuccessful in securing a suitable site in the area to operate a HRC from. As part of the Council's review of the current operating model for the management and operation of the HRC's, the marketplace has been engaged with via a soft market test which, amongst other points, explored the lotting of the contract with feedback from all respondents being that the four Council owned sites should be offered as one lot with the Welshpool HRC being treated as a separate lot.
