## Summary

Liverpool City Council has completed a procurement process for the delivery of highway maintenance work across the city under its infrastructure management programme. The procurement, conducted using the restricted procedure, falls within the 'works' industry category, specifically 'Highway maintenance work', with location centred in the Liverpool area (UKD72). The procurement stage has reached completion on 21 August 2025, following a series of anticipated key milestones laid out since the tender's planning stage. The project spanned key dates such as tender issue and submission deadlines, eventually leading to the active award of contracts with Dowhigh Limited and Huyton Asphalt Ltd. The concluded contracts commenced on 10 January 2025, highlighting the thorough preparatory work by the Council.

This extensive roadway maintenance contract provides substantial opportunities for SMEs particularly in construction and civil engineering sectors. The nature of the contract, encompassing emergency responses, asset management, preventive and planned maintenance, presents sizable scopes for business growth. With a focus on small capital schemes and associated works, companies with a strong track record in infrastructure, repair, and civil works can benefit significantly from ongoing involvement. The contracts offer potential for 24/7, year-round engagements, presenting competitive small, medium enterprises a chance to leverage these contracts for long-term partnerships with Liverpool City Council. Businesses headquartered within or near the Liverpool region, with capabilities in highway and civil engineering, are especially positioned to effectively compete in future procurement opportunities.
