## Summary

NHS Cornwall and the Isles of Scilly Integrated Care Board has confirmed the award of the contract for the "Mental Health Recovery College (collaborative)" project, classified under the industry category of Psychologist or Psychiatrist services. The primary location for service delivery is the UKK30 region, specifically Cornwall. This procurement process, which was initiated on 12 March 2026, followed the Provider Selection Regime Direct Award A, under the Health Care Services Regulations 2023, meaning it falls outside the Public Contracts Regulations 2015. The procurement is at the award stage, with a contract period commencing on 1 April 2024 and ending on 31 March 2027, signed to Pentreath Ltd, considered the sole provider able to deliver such services locally due to their unique capability.

This tender provides significant opportunities for growth within the mental health services industry, particularly for collaborative and innovative providers focused on holistic recovery models. Businesses adept in creating pathways for employment and social inclusion, especially those engaging individuals furthest from the labour market, are encouraged to explore opportunities within similar tenders. Companies capable of offering services that empower individuals to self-manage mental health challenges and transition from dependency to employability may find this domain ripe for partnerships and projects in collaboration with statutory and non-statutory organisations. The targeted focus on alternative recovery models aligns well with businesses looking to support community health development and contribute positively to societal wellbeing.

### Lot Information

Lot 1

Award of a contract without prior publication of a call for competition in the cases listed below

The procurement falls outside the scope of application of the regulations

Explanation:

The Recovery College model is focused on the needs of the person that offers an alternative model of recovery from mental health conditions for people and creates a new pathway for people experiencing mental ill health to learn to recover from illness and live healthy, connected and positive lives, contributing to communities in a way that benefits both them and society. It will provide a holistic core framework for new and existing training and engages people furthest from the labour market with learning, employment and social inclusion. Students will move away from traditional models that put
the onus of recovery on health professionals, towards a model where people learn about their own mental health and how to self-manage their challenges; thereby moving them from 'Patient' through 'Student' to productive employee.

Pentreath are considered the only organisation within CIOS that are able to deliver this service.

The service was designed by a collaborative of statutory and non-statutory services (including VCSE providers) and supports people in mental health recovery. To not continue this support with this provider would cause the collaborative development and interest to fail.
