## Summary

This public procurement process is led by the Department for Transport (DfT) for the "Use of Novel Data Sources for Demographic Analysis of Transport Behaviours." The procurement falls within the IT services category and specifically covers consulting, software development, Internet, and support in the UK region (UKI). The most recent stage is an award phase, with a contract extension signed on 1st September 2025 and set to conclude on 31st December 2025. The process follows an open procedure method as per Regulation 72 (1) (b) of the Public Contracts Regulations 2015, with the contract initially valued at £416,453.55 but currently at the same value after the latest extension. Notably, there is no change in the scope of work. The initiative aims to continue using novel data sources, such as mobile data and GPS, to deliver demographic analysis of transport behaviours, essential for aligning with the DfT Integrated National Transport Strategy and Data Action Plan.

This tender presents significant opportunities for businesses specialising in data analysis, IT consulting, and development services. With a focus on supplying a proof of concept for data-driven analysis, companies capable of integrating multiple data sources into cohesive insights will find great potential in scaling and operationalising the solutions for policy-making purposes. Organisations with expertise in geographical and demographic analytics, and those with previous experience in public sector projects or transport data, will find themselves well-positioned to contribute effectively. Involvement in such a project can bolster a company's reputation within the government sector and provide further opportunities for introducing innovative data solutions in public infrastructure and policy planning.

## Notice

This Extension is being undertaken in accordance with Regulation 72 (1) (b) of the Public Contracts Regulations 2015.

### Lot Information

Lot 1

This Contract is for a Supplier to deliver a proof of concept for using novel data sources (including mobile data, GPS, surveys or a combination of data sources) to produce an analysis of transport behaviours of different groups of transport users identified through cluster analysis, and how those change geographically. The aim of this work is to create a data driven approach for the department to better predict and measure the impact of policies or events across different demographics, user needs and areas of the country. Should the proof of concept add value to existing data sources and processes, the department may look to scale and operationalise such a solution, instigate its use in policy making as well as providing an open data set for research.
