## Summary

The City & County of Swansea has awarded a contract for the delivery of Real Time Passenger Information (RTPI) screens at bus stops and shelters as part of the Swansea Bay & West Wales Metro scheme. The procurement was conducted through a limited award procedure without prior publication, with Journeo Passenger Systems Limited being the awarded supplier. The award was made to meet the funding constraints and compatibility requirements with existing systems, with a contract value of £1,198,487 signed on 1st March 2024.

This tender presents business growth opportunities for suppliers who can provide technical solutions compatible with the Council's existing system and the Transport for Wales (TfW) central system. Businesses in the display screens industry and those experienced in delivering RTPI solutions are well-suited to compete. The City & County of Swansea acted as the buying organisation, aiming to secure the necessary services before the end of the financial year, considering the absence of competition for technical reasons. Further market engagement is anticipated through the TfW Framework Agreement, aligning with future service procurement plans.

### Procurement Information

The City and County of Swansea (the Council) is the project lead organisation to deliver real time passenger information (RTPI) screens on behalf of the Welsh Government for the Swansea Bay & South Wales Metro System. The Council's requirement for RTPI must be procured prior to the end of the 2023/24 financial year due to funding constraints and must be compatible with the Council's current system and the RPTI system engineered and deployed by Transport for Wales (TfW) and Journey in Partnership. The TfW system is being fully deployed within the next few months. The Council considers that Regulation 32(2)(b)(ii) which permits the use of the negotiated procedure without prior publication to award public service contract where competition is absent for technical reasons will apply here. The Council requires a supplier who can provide a solution which can deliver on the technical requirements of the Council's existing system and that also is compatible with the TfW central system. Journey in Partnership are the only organisation who can provide the technical requirements and additionally they own the proprietary rights to the TfW system. Regulation 32(2)(b)(ii) applies where there is no reasonable alternative or substitute and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The Council has considered the market and there are no reasonable alternative providers who can provide the technical services required. The TfW Framework Agreement for the provision of such services will be in place in the coming months and the Council currently foresees that it will procure future services via the TfW Framework Agreement. The Council will hold a standstill period in accordance with Regulation 87.
