## Summary

The procurement process overseen by Kent County Council involved the acquisition of an Abnormal Loads Notification Processing System, relevant to the civil engineering consultancy services industry. This initiative, titled "SC240006 Abnormal Loads Procurement," reached the award stage on 6th September 2024. The procurement was executed as an open procedure, and Kent County Council, located in Maidstone, UK, was responsible for the process. The contract was signed with Cascade Software Ltd on 17th June 2024. Key deadlines included the tender period ending on 15th April 2024, followed by the award period starting on the same date. The buyer adopted a one-stage 30-day open tender to identify the most suitable supplier.

This procurement offers significant opportunities for businesses specialising in software solutions for logistics and route management, particularly those capable of supporting high-frequency notification systems. The procurement sought a solution that could manage and process an average of 3,500 abnormal load notifications monthly, ensuring the safety and suitability of routes. With a strong commitment to ongoing updates, improvements, and capacity management, software and civil engineering consultancy firms with established track records in handling infrastructure logistics would be aptly suited to compete. The awarded contract, spanning a potential five-year period with an initial three years and options for extensions, provides a stable and lucrative opportunity for the successful supplier to embed long-term business growth within public sector projects.

## Notice

This project is for the procurement of an Abnormal Loads Notification Processing System. When carrying an abnormal load, Hauliers are required to notify the police, highways, and bridge authorities regarding the movement of abnormal loads around the road network. The hauliers have historically notified the relevant parties using "Cascade's Abhaulier system, "National Highway's Esdal system" or via direct communication. These systems allow for the routes to be checked by the asset owner (or a delegated third party) to ensure the proposed route is suitable and safe to carry the abnormal load. The KCC used a one-stage 30 day open tender to identify the most suitable supplier/service provider. Requirements and needs of the service: The contract is to include all updates, improvements and upgrades to the service throughout its duration. The service must have the capacity to process up to and in excess of 3,500 Abnormal Load notification requests per month. The KCC is looking to outsource the service to a single supplier.
