## Summary

The Coal Authority has awarded a contract for the provision of Hazard Line and Mines Rescue Service to MRS Training and Rescue. This procurement falls under the services category with the main procurement activity being a call centre. The process was handled using a limited procurement method with an award procedure without prior publication of a call for competition. The contract, valued at £351,430 in GBP, was signed on 25th March 2024.

This tender presents opportunities for businesses involved in emergency call services, rescue services within mining works, and providing trained personnel as Second Line Responders. The Coal Authority initiated this tender to fulfil its legislative obligations to Public Safety. Businesses that excel in public safety services and emergency response would be well-suited to compete. The strategic review planned in the next 18 months aims to restructure requirements to broaden market opportunities while maintaining legal compliance.

## Notice

An out of hours call service is required to maintain our legislative obligations to Public Safety. Under the same provision we also need a Rescue Service which can operate within mining works. Finally we require competent persons, trained to our own standards who can support us when need arises as part of our duties a Second Line Responder.

### Lot Information

Lot 1

The Coal Authority have a legislative requirement to provide an Emergency Contact phone line on a 24/7, 365 day per year basis as well as an associated Emergency Rescue Service for Mine workings The Coal Authority also have to provide fully trained and experienced persons who can attend Mine related Public Safety Hazards on the same 24/7, 365 day per year basis as part of our legislated status as a Second Line Response service. Our requirements for these services will be satisfied via an Award to Mines Rescue Training Services.

### Procurement Information

This Procurement has been awarded with no prior call for competition as the current structure of our requirement means that only MRS Training and Rescue can provide all of the services we require in order to maintain our legislated obligations to public safety. It is intended that during the next 18 months a strategic review of our requirements will take place. The aim of this review will be to determine the best way to structure our requirements so as to increase the opportunity available to the open market while satisfying our legal obligations.
