## Summary

Efficiency East Midlands Ltd (EEM) has completed the procurement process for the "Roofing Replacement and Roofing Repair Works Framework," aimed at providing roofing solutions for domestic and commercial properties across England and Wales. EEM, a consortium supporting over 360 public sector organisations, including housing associations, local authorities, and NHS trusts, has replaced its existing framework that expired in July 2024. The new framework, effective from 22nd July 2024 to 21st July 2028, is divided into two main lots: Roofing Replacement and Roofing Repairs, each further segmented into regional and national sublots. In total, seven contractors have been awarded the new framework to cover the Midlands and National geographical areas. This framework employs an open procurement method, allowing contracting authorities to use direct selection or mini-competitions to appoint contractors.

This framework offers substantial opportunities for businesses specializing in roofing services, particularly those capable of covering various types of roofing and repair works such as hip, gable, and flat roofs. With guaranteed work across multiple public sector agencies for up to four years, and possibly longer depending on the call-off contracts, businesses capable of meeting the minimum competence requirements (e.g., Level 2 NVQ in Roofing Occupations) will find this framework an excellent venture for growth. Small and medium-sized enterprises (SMEs), such as Hodgson Sayers Limited and Blue Lines Roofing LTD, which have secured positions in this framework, demonstrate that companies with relevant experience and competence are well-suited to benefit from these opportunities.
