## Summary

The Centre For Process Innovation (CPI) has completed a tender process to enhance its capability in industrial connectivity, Federated Learning, and data science methodologies. This procurement, classified under IT services including consulting, software development, Internet, and support (CPV 72000000), aimed to supply an analytics-enabling data infrastructure for a plastics recycling rig, a complete Federated Learning platform, and a training programme. The procurement was conducted through a competitive procedure with negotiation and was divided into three lots. The contracts were awarded on 26th November 2024 and 16th April 2025 respectively, with a total value of £1.4 million. The locations involved include Centre For Process Innovation sites in the North East of England (UKC region).

This tender offers substantial growth opportunities for businesses involved in data analytics, machine learning, and IT services. By participating, companies can showcase their capability in implementing cutting-edge technologies like Federated Learning, which is pivotal for industries relying on data-driven decision-making. SMEs and larger enterprises with expertise in providing training for data science methodologies or developing advanced data infrastructure solutions would find this tender particularly fitting. The awarded contracts to OctaiPipe Ltd for the Federated Learning Platform and the University of Newcastle upon Tyne for training provision highlight the diverse business potentials such tenders can unlock.

## Notice

The purpose of this tender is to demonstrate CPI's capability in data analytics and Federated Learning by supplying an analytics-enabling data infrastructure for a plastics recycling rig (Lot 1), and a complete Federated Learning platform (Lot 2), initially orientated towards furnace applications which is deployable at different sites/locations. These lots are to be supplemented by a training programme CPI has identified in support of these activities (Lot 3). This tender is split into three lots where are described in detail in the Technical Requirements section and accompanying URB's.

### Lot Information

Data infrastructure for plastics recycling rig

The intended outcome from this lot is to advance the digital maturity of a new plastics recycling plant that will be installed at CPI's Biotechnology centre in Wilton, enabling it to form part of a larger Federated Learning test bed. The intention of this test bed is to provide proof of concept for the benefits of data-driven modelling and Federated Learning in the plastics recycling sector.

Federated Learning Platform

The intended outcome from this lot is a Federated Learning platform that allows machine learning (ML) modelling of data from industrial assets and plants. The platform should allow building of ML models on the edge without the need to share data.

Provision of training on standardisation of model development, version control, documentation

The intended outcome for this lot is the provision of training in data scientific approaches. The target audience of the training are general scientists (typically chemists / chemical engineers, trained to PhD level or graduates with several years' experience) with good understanding of data science and python coding, but no formal training. The focus of the training should be on practical approaches and robust procedures that can be implemented at CPI.
