## Summary

The procurement process involves the provision of an Independent Mental Capacity Advocacy (IMCA) service in South East Wales. The buying organisations include Velindre NHS Trust, Aneurin Bevan University Health Board, Cardiff & Vale University Health Board, and Cwm Taf Morgannwg Health Board. The procurement is at the award stage after a tender process and aims to extend the existing contract until 31st May 2024. This service is categorised under health and social work services and is for particularly vulnerable individuals needing support in decision-making regarding medical treatment and changes of accommodation.

This opportunity creates scope for businesses, especially those in health and social work services, to engage in the renewal process for the IMCA service contract. Small and medium-sized enterprises (SMEs) could find this tender suitable, given the quality criterion evaluation applied in the procurement. The award process is to uphold compliance standards, with Advocacy Support Cymru currently being the active supplier selected. The contract extension facilitates a fair competition environment for businesses to offer value in delivering vital advocacy services in the specified locations of South East Wales.

## Notice

Velindre NHS Trust on behalf of Aneurin Bevan University Health Board, Cardiff & Vale University Health Board, and Cwm Taf Morgannwg Health Board currently have in place a contract for the provision of an Independent Mental Capacity Advocacy Service (IMCA). This contract is required to be extended for a further two months, up to 31 May 2024, to enable the procurement process for the contract renewal to be completed. The purpose of the IMCA service is to help particularly vulnerable people who lack the capacity to make important decisions about serious medical treatment and changes of accommodation. It is available to those who have no family or friends whom it would be appropriate to consult about these decisions. The service includes adult protection cases (POVAs) and care reviews. IMCA's also have a role in the Deprivation of Liberty Safeguards (DOLs) process. An IMCA may be instructed by the Supervisory Body to support a person for whom an authorisation is being sought; or to undertake the role of the Relevant Person's Representative, or to provide assistance to the relevant person and their representative in exercising their rights under the legislation.

### Procurement Information

A fully compliant tender process for the renewal of the contract has been underway since September 2023. The tender process is currently at award stage. Due to delays experienced with the tender process, the current contract is required to be extended for a further two months, taking the end date of the contract to 31st May 2024. This short extension will enable the fully compliant tender process for the contract renewal to be completed.
