The UK government wants to create the right environment to harness the benefits of AI and remain at the forefront of technological developments. That includes getting the regulation right so that innovators can thrive, and the risks posed by AI can be addressed. The Home Office is interested in how the advances in AI will have implications for public safety, with criminal adoption of AI likely to impact the volume, nature and consequences of crime and other harmful behaviour. In particular, we have seen risks stemming from the capability of generative AI to manipulate or generate synthetic content (commonly referred to as deepfakes) which can be used to commit offences in areas like fraud. Voice cloning, text-to-image and text-to-video generative AI is of particular concern. Home Office are commissioning a law firm to review our assessment and identify potential gaps in relation to specific criminal offences that might require legislative changes to ensure public safety.
