## Notice

Leicestershire County Council (the Council) has a requirement for tutoring services to support children who are unable to attend school or educational settings. The requirement is for both virtual (group and individual sessions) and home tuition. The framework will cover two cohorts of children and young people: * Children with Medical Needs (CMN) * Children with Special Educational Needs and Disability (SENA).

### Lot Information

Lot 1 (Children with Medical Needs) Sub Lot 1.1 - Virtual Group/Individual Tuition

The Inclusion Service at the Council supports children and young people with medical needs who are not able to attend school or educational settings. The local authority has a duty to arrange education for children with medical needs where they have not been able to attend education for 15 days or more. The Inclusion Service co-ordinates the necessary arrangements in order for children to continue to receive an education whilst they are too ill to attend school following 15 days of absence. The support options that may be available could include: * Supporting and co-ordinating education with schools who are able to maintain access to learning/reduced timetables, ensuring that the education is both appropriate and effective to the child's needs * Working with the school to provide sessions in the school to reintegrate back into education or where appropriate through attending virtual 'in school' lessons (i.e. via Teams/AV1 platforms etc) * Groups tuition through virtual platforms or where required 1:1 tuition (virtual) that links to school and their existing curriculum * any combination of the above depending on the needs of the child. The work always aims to reintegrate children and young people back into school at the earliest opportunity with mixed transition arrangements that suit the need of the child.

Options: There are two options to extend the framework in annual increments.

Renewal: The contract start date is 1st July 2024 for an initial period of 24 months and will expire 30th June 2026. At Council discretion, there are two options to further extend the framework in annual increments taking the maximum potential contract end date to 30th June 2028.

The SENA Service at the Council supports children and young people with Education Health and Care Plans (EHCP) who may not be able to attend school or educational settings due to a variety of reasons or may not have a school place during a school/provider consultation period. The service co-ordinates the necessary arrangements for children to continue to receive an education whilst they are not attending school. The Council has a statutory duty to provide provision as per the child's EHCP. The options that may be available could include: * Supporting and co-ordinating education for a child or young person if they are not on a school or provider roll, ensuring that the education is both appropriate and effective as per the child's or young person's SEND needs and provision as outlined in the EHCP. This may be at the young person's home or local community room. * Supporting and co-ordinating education when the S19 duty applies for young people who are too ill to attend school following 15 days of absence. * working with the transfer school/provision to provide sessions as part of a reintegration back into education or where appropriate through attending virtual 'in school' lessons (i.e. via Teams/AV1 platforms etc) * Groups tuition through virtual platforms or where required 1:1 tuition (virtual) that links to the provision in the EHCP whilst awaiting a placement * A package of support that is defined as an Education Other Than at School (EOTAS) package and as agreed by the local authority * any combination of the above depending on the needs or situation of the young person.
