## Summary

The Marine Management Organisation (MMO) has completed a procurement process for the provision of International Maritime Surveillance Services aimed at identifying inshore and offshore threats to the marine environment. The procurement falls under the services category and is particularly focused on surveillance services. This tender, initiated through an open procedure, was for the establishment of a call-off framework with a single contractor. The MMO required global satellite imagery and subsequent analysis, covering up to 14 UK Overseas Territories and 9 ODA-eligible partner countries. The contract, capped at £1,500,000 for the first two years, was awarded on 31st July 2024.

This tender creates significant opportunities for businesses specialising in satellite imagery, data processing, and maritime surveillance. Companies with capabilities in acquiring, processing, and analysing satellite imagery, particularly for marine environments, are well-suited to compete. SMEs, such as the awarded contractor, OceanMind Limited, which already subcontracts various specialised tasks, can effectively collaborate with international partners to provide comprehensive surveillance solutions. Businesses that can offer advanced technical expertise in remote sensing and data analytics will find this tender worthwhile for fostering growth and expanding their service portfolios.

### Lot Information

Lot 1

Establishment of a call-off framework with single contractor that will provide MMO with access to global satellite imagery and, if required, the subsequent analysis and interpretation of this imagery over up to 14 United Kingdom Overseas Territories (UKOTs) and 9 ODA-eligible partner countries to tackle:
1) Illegal, unreported and unregulated fishing (this is the primary use),
2) Marine Protected Area (MPA) monitoring,
3) Merchant vessel traffic movements,
4) Pollution monitoring.
Survey imagery to cover UKOT maritime area being from coastline extending out up to 200 nautical miles and in the adjacent high seas (typically within 100-400nm of the boundary).
Such surveillance requires the capability to obtain, process and analyse satellite imagery and cross reference it with Automatic Information System (AIS) data. This gives a complete picture capturing activity on AIS and dark vessels (those that do not broadcast an AIS signal). Specialist skills and capabilities are required to do this, some of which can be provided from within the MMO and some which require external procurement.

Contract value capped at maximum of PS1,500,000 for first two years.

Renewal: 2 x 12 month extension option will be included in contract.
