## Summary

The Ministry of Defence has awarded a contract for the RAF Funding of The Arkwright Scholarship Programme. The procurement process was conducted through a limited procurement method with an award procedure without prior publication of a call for competition. The contract, valued at £531,914.89 GBP, was signed on 30th March 2024. The contracting authority, Ministry of Defence, located in London, United Kingdom, engaged directly with The Smallpeice Trust to sponsor the scholarship programme for sixth form students studying engineering.

This contract presents an opportunity for businesses in the education services sector to engage with the Ministry of Defence on similar programmes in the future. Small and medium-sized enterprises (SMEs) specializing in STEM education services could find this tender particularly suitable for expanding their business. The contract aims to support the RAF Youth STEM programme through financial assistance to students pursuing engineering studies at university, creating opportunities for business growth and collaboration with the Ministry of Defence.

## Notice

The RAF Youth STEM programme is the largest of its kind across UK Government and seeks to maximise reach nationally. In order to promote the RAF and our role in support of STEM nationally, we have to identify engagement routes that do not require direct RAF interaction, but support the same aims and objectives. The Arkwright Scholars programme, delivered by the Smallpeice Trust, is a nationally recognised programme that provides financial support to sixth form students who wish to study engineering at university.

### Procurement Information

This was due to the need to engage directly with the supplier of the scholarships to achieve best value for money for the taxpayer - any other route to market would involve additional layers of bureaucracy, stakeholders and spend. No alternative equivalent sponsorship programme has been identified. After a search of potential frameworks around sponsorships found no suitable alternative it was concluded that the most appropriate route to market for this requirement was to negotiate with the Supplier direct.
