Interested organisations should note that access to the Black Country Shared Care Records and Pathology Service is a requirement of this service and as such organisations not able to satisfy these requirements need not apply. In addition, the commissioned Service Provider must have a GMC registered medical professional within the team/service to meet the requirement of High Consequence Infectious Disease (HCID) management. Further details regarding the service are provided in II.2.4 below.

NHS Arden and Greater East Midlands CSU, on behalf of NHS Black Country ICB, are looking to hold a market engagement event for the provision of a Community Outbreak Response Service (CORS). Interested organisations should note that access to Black Country Shared Care Records and Pathology is a requirement of this service and as such organisations not able to satisfy this requirement need not apply. In addition, the commissioned Service Provider must have a GMC registered medical professional within the team/service to meet the requirements of High Consequence Infectious Disease (HCID) management.

Diagnostic and treatment are a function of the ICB however there are gaps in the community in fulfilling these functions in the event of a communicable disease outbreak response, in particular diagnostics (i.e. swabs/blood), contact tracing and post-exposure prophylaxis (PEP). This is a patient safety risk and creates inequalities due to potential delays in timely review and treatment and the potential to prolong outbreaks.

ICBs are required to have provisions in place to support effective, timely, outbreak response for the management of all communicable diseases in the community including education settings and asylum seeker accommodation. Under the Civil Contingencies Act 2004, ICBs are identified as a Category 1 responders and therefore have statutory responsibilities, duties and powers which are significant in handling a communicable disease outbreak.

This service is intended to cover all patients registered with a Black Country Integrated Care Board (BCICB) GP, all contacts identified through contact tracing from the outbreak/incident and including education setting/ Asylum Seeker Accommodation

The market engagement event will be held on 24th May at 1.30pm via MS Teams.
