## Summary

Westminster City Council, in collaboration with the Royal Borough of Kensington and Chelsea, has completed a public procurement process for "Older People Day Opportunity Services" under the Light Touch Regime of the Public Contracts Regulations 2015. The procurement was conducted as an open procedure and targeted the delivery of diverse social work services without accommodation across two boroughs. The procurement process culminated in multiple contracts, signed mainly between December 2025 and January 2026, covering various aspects of community and day centre support designed to address the needs of older residents in London, specifically within the UKI32 and UKI33 regions. While most sub-lots were successfully awarded, Lot 2C was not awarded as it failed to meet the specified requirements.

This procurement presents notable growth opportunities for businesses specialising in social care services, particularly those capable of offering community support, dementia care, and engagement activities that promote social interaction and independence for older adults. Small and medium enterprises, such as Open Age and Age UK, alongside larger candidates like Housing 21 and London Care Limited, could thrive by participating in such tenders, as the contracts provide extensive scope and funding to deliver substantial and impactful community services. This environment is ideal for entities seeking to expand their footprint or diversify service offerings in the public sector within the London area.

## Notice

The procurement was divided into three overarching lots: Community Support, Age Well Centres/Hubs and Day Centres, comprising 12 sub-lots in total. The procurement was run as an open competitive tender under the Light Touch Regime in accordance with the Public Contracts Regulations 2015. Eleven sub-lots are being awarded. Lot 2C is not awarded.
