## Summary

Ofcom, the UK's Independent Communications Regulator, has initiated a tender for the delivery of media literacy activities in Rhondda Cynon Taf. This open procurement process seeks to identify an organisation capable of implementing a three-year project to enhance media literacy among local residents. The tender, classified under the CPV code 80521000 for training programme services, is at an active stage and accepts electronic and written submissions until 13 June 2024. The selected supplier will need to have a strong network with local stakeholders and experience in delivering media literacy activities. The contract can be extended by up to two additional 12-month periods, with an estimated total value of GBP 300,000. The contract is set to commence on 15 July 2024 and conclude on 14 July 2025, with possible extensions until 14 July 2027.

This procurement presents significant opportunities for businesses specialising in media literacy programmes and community outreach. Organisations with a proven track record in delivering training services and possessing robust local partnerships in the Rhondda Cynon Taf area are well-suited to benefit from this tender. The project aims to create a positive impact on the community's media literacy, enabling businesses to not only gain financial rewards but also to strengthen their reputation and influence within the sector. Partnership applications and subcontracting arrangements are welcomed, offering a collaborative approach to fulfilling the contract requirements and fostering business growth.

## Notice

Ofcom has duties to promote media literacy, delivery media literacy activities and encourage the delivery of media literacy activities. This ITT sets out our requirements to test a place-based approach to understand how effective this might be in improving people's media literacy. Over the past 10 months we have worked to understand what is already happening to support media literacy skills development in Glasgow and the need identified by local residents. Our intention is to commit to this work for a further three years. We have produced a Year 1 delivery plan (Appendix 5 - Glasgow plan) based on our work so far and tailored to the assets and needs of the community. Through this process we will commission an organisation who can deliver on this plan and produce further plans for Years 2 and 3, based on a delivery and learning cycle.

### Lot Information
