## Summary

The Warrington Borough Council has awarded a contract for "The Provision of Cycle Training Services and a range of Cycling Promotional Activities" to BikeRight! Ltd. The contract falls under the services category, specifically personal development training services. The objective is to increase cycling skills and enthusiasm among children, teenagers, and adults in Warrington, ensuring the appropriate use of government funding for cycle training. The contract value is £650,000, and it was signed on December 20, 2023. The procurement method used was an open procedure.

This tender presents opportunities for businesses in the personal development training services industry, particularly those experienced in delivering cycle training programmes. Businesses providing cycle training at primary and secondary schools, as well as afterschool and holiday programs, would be well-suited to compete. The Warrington Borough Council's focus on enhancing cycling proficiency creates a niche market within the broader personal development training services sector. Understanding the specific requirements outlined in the contract and demonstrating expertise in delivering Bikeability Standards would be crucial for successful participation.

## Notice

The main objective of this contract is to ensure that children, teenagers and adults in Warrington increase their ability and enthusiasm to cycle in a safe manner and develop the necessary skills to control their bicycles and to make trips on roads and cycle paths. It is also to ensure that the government Bikeability grant and any other funding for cycle training purposes is used in an appropriate and timely manner and is monitored and accounted for in the services delivered and invoiced.

### Lot Information

Lot 1

This contract is for a period of 2 years with 4 optional 12 month extensions available which WBC can choose to activate. However, it should be noted that the period and the value of the award remain entirely conditional at all times on the continuation and level of the Government's Bikeability funding. Annual funding levels cannot be guaranteed more than 12 months ahead and should the funding not be renewed, the contract will be ended at the conclusion of the current 12 month funding period. The Core Service will comprise delivery of Bikeability Levels 2 and 3 cycle training for children aged 9 to 14 attending schools within the borough of Warrington in accordance with the Standard (and the Bikeability Delivery Guide for training providers and instructors). The Provider will provide cycle courses to the Bikeability Standard Level 2 (including Level 1/2) at individual primary schools comprising a minimum of 4 sessions per course each of about 2 hours duration. There will be a maximum of 12 children on each course with a minimum of 2 instructors. These will be delivered during normal primary school hours. The Provider will provide Bikeability Standard Level 3 courses to participants aged 11 to 14, individually or on a maximum 1-to-3 basis, either within the school day or as an after school activity or on an ad hoc basis during school holidays or at weekends. Courses will be delivered in all primary and secondary schools in the borough including the outlying villages such as Lymm, Burtonwood, Croft and Culcheth.
